The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.
POSITION OVERVIEW
The Fund for Public Health in New York City seeks an Operations Manager to join its growing team. The Operations Manager will support the Chief Operating Officer in managing FPHNYC’s data, systems, policies, procedures, and procurement functions. The Operations Manager will also play an integral role in planning, coordination, and advancement of high-priority projects from concept to implementation. We seek someone who is high energy, impact-oriented, has excellent organizational and communications skills, and is attentive to details.
RESPONSIBILITIES
Reporting to the Chief Operating Officer, the essential functions of the Operations Manager include:
Operations
- Assist with the management of daily operational activities.
- Act as the first point of contact regarding operational matters, addressing concerns and feedback promptly.
- Assist with onboarding new staff and provide regular training about internal systems and processes.
- Support the development, implementation, and maintenance of systems and processes to achieve FPHNYC’s mission, including:
- Working cross-departmentally to document processes, develop flowcharts, and draft Standard Operating Procedures (SOPs).
- Managing all aspects of the SOP document control and approval system and processes.
- Supporting the communication and training of SOPs to operational teams.
Procurement
- Develop consultant and vendor contracts for FPHNYC’s Central Office, review and process invoices, monitor contractor performance and compliance with terms and conditions, and perform timely closeout of contracts.
- Coordinate and manage the processes for Requests for Proposals (RFP) and other competitive solicitations, including:
- Providing guidance to project teams on planning and procedures;
- Developing, reviewing, and editing of solicitation language;
- Conducting initial review and facilitating the technical evaluation of bids and proposals;
- Managing all communication and notifications
- Ensure compliance with FPHNYC’s procurement policy and procedures;
- Maintaining accurate records and documentation on all solicitations, responses, evaluation processes, and related follow-up.
- Assist with day-to-day purchasing processes as needed, such as processing requisitions, issuing purchase orders, completing new vendor setups, and reconciling monthly credit card statements.
- Build relationships with existing vendors; identify and evaluate potential vendors.
Data, Reporting and IT
- Help to manage FPHNYC’s data and reporting activities, including developing data dashboard reports to monitor key performance indicators.
- Assist COO to explore ways that FPHNYC can continuously improve the collecting, organizing, synthesizing, and sharing of data and impact.
- Serve as internal staff liaison for IT needs and assist with IT troubleshooting as appropriate.
- Assist with employing IT strategies and setting best business practices across the organization.
- Provide user support and guidance, assisting users in maximizing their utilization of SharePoint features and functionality.
- Contribute to improving consistency and effectiveness of information and document governance.
- Drive best practice in SharePoint usage and data management, including taxonomies, templates, master pages and security management.
- Maintain security measures and access controls to protect sensitive data and ensure compliance with relevant regulations.
- Work with COO and external consultants to move IT improvement projects forward.
Special Projects
- Serve as project manager for special projects, which may include planning and coordinating multiple tasks, conducting research, compiling and synthesizing information, preparing meetings agendas, reports or presentations, and tracking follow-up items and deadlines.
Other Responsibilities
Perform other duties as assigned.
QUALIFICATIONS
- Bachelor’s degree and 5 years of related experience with project management experience, or equivalent combination.
- Experience developing and implementing new strategies and procedures.
- Tech-savvy, including fluency in Microsoft 365, particularly Outlook, Teams, Excel, SharePoint, and OneDrive, Salesforce experience preferred. and ability to learn other software and programs.
- Strong project management, time management, planning, and problem-solving skills, with a demonstrated ability to take initiative and drive projects forward independently.
- Incredibly well-organized with sharp attention to detail.
- Flexible; able to handle changing priorities and anticipate needs.
SALARY
- Salary range is $85,000 to $95,000
WORK SCHEDULE
- 9:00am – 5:00pm
- Hybrid schedule: Two days in-office, three days remote.

RESIDENCY REQUIREMENT
