The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers.  To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW

The Bureau of Alcohol and Drug Use Prevention, Care and Treatment (BADUPCT) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops, implements, and evaluates interventions and prevention strategies through contracting of treatment, recovery, and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities. 

The Research and Surveillance unit conducts alcohol- and drug-related surveillance, program evaluation, and research, maintains databases, designs research protocols, produces reports, writes scientific articles for peer review journals, and facilitates program and policy development. 

This position will be funded through the Overdose Data to Action (OD2A) LOCAL grant, via a cooperative agreement with the Centers for Disease Control. This position is housed at the New York City Department of Health and Mental Hygiene in Long Island City.  

POSITION OVERVIEW

Reporting to the Rapid Assessment and Response (RAR) team’s Senior Field Responder, the Community Outreach Specialist will conduct community engagement in high-priority neighborhoods in response to emerging drug issues. This position is community-facing and requires a significant amount of travel throughout the city. Outreach specialists will be partnered with RAR staff during engagement activities. 

RESPONSIBILITIES

  • Build relationships with and engage community partners and key informants in high-priority neighborhoods throughout the five boroughs 
  • Communicate key harm reduction and overdose prevention messages in Arabic and/or Spanish 
  • Deliver naloxone and harm reduction training to people who use drugs and alcohol as well as community-based organizations, drug treatment providers, health care providers, and other professionals working with people who use drugs and alcohol 
  • Support the development of neighborhood-specific educational materials and fact sheets, naloxone and opioid overdose prevention materials, and other health related messaging  
  • Assist with research and surveillance activities including the development of qualitative and quantitative assessments 
  • Maintain detailed records of all activities  

QUALIFICATIONS

  • Oral fluency in Arabic and/or Spanish  
  • Ability to work in multicultural settings with racially, ethnically, and socioeconomically diverse populations 
  • This position requires the ability to stand for long periods of time and work outside. 
  • Commitment of a minimum of 1-2 days per week.  

SALARY 

This position will be hired through a staffing agency. Compensation for the position is hourly, with a rate up to $25/hour commensurate with experience.   

ADDITIONAL INFORMATION

This position is part-time and 1-2 days per week. Assigned days and hours are to be determined between the candidate and their manager.

The position is in-person and will be located at community engagement sites. The primary location will be Gotham Center in Long Island City.
