The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization dedicated to advancing the health and well-being of all New Yorkers.  To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between the government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW

The Division of Information Technology aims to align technology solutions with the DOHMH mission by prioritizing resource use and deploying innovations that facilitate the agency’s day-to-day activities and enhance staff productivity and efficiency. Our goal is to provide users with a reliable, stable, and safe computing environment through the collaboration of the Bureau of Technology Strategy & Project Management provides business analysis and IT project management services to define and deliver IT solutions that meet all program needs. 

POSITION OVERVIEW:

The agency seeks a highly skilled and motivated IT Business Analyst to join our dynamic team to support updating the LIMS Laboratory Information Management System.  As an IT Business Analyst, you will play a pivotal role in bridging the gap between business needs and technology solutions, driving the successful implementation of projects and initiatives.

RESPONSIBILITIES:

  • Collaborate with stakeholders to elicit, analyze, and document business requirements and objectives.
  • Conduct thorough research and analysis to identify process improvement and technology enhancement areas.
  • Translate business requirements into detailed functional specifications and user stories, ensuring alignment with project goals and objectives.
  • Facilitate meetings and workshops to gather requirements, define scope, and obtain stakeholder consensus.
  • Work closely with development teams to ensure accurate and timely delivery of solutions that meet business requirements.
  • Create and maintain project documentation, including business requirements, process flows, use cases, and test plans.
  • Perform gap analysis to identify discrepancies between business requirements and existing systems or processes.
  • Collaborate with QA teams to define test scenarios and ensure proper testing of solutions prior to deployment.
  • Provide support and guidance during user acceptance testing and assist with resolving issues or defects.
  • Monitor project progress, identify risks, and proactively communicate updates to stakeholders and project teams.
  • Stay updated with industry trends, best practices, and emerging technologies to drive innovation and improvement.

QUALIFICATIONS:

  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field. Relevant certifications such as Certified Business Analysis Professional (CBAP) or Project Management Professional (PMP) are a plus.
  • Proven experience (2+ years) as an IT Business Analyst or in a similar role, preferably in a technology-driven environment.
  • Strong understanding of business analysis methodologies, tools, and best practices.
  • Proficiency in eliciting and documenting business requirements, user stories, and functional specifications.
  • Solid knowledge of software development lifecycles (SDLC) and Agile methodologies.
  • Excellent analytical and problem-solving skills, with the ability to identify root causes and propose practical solutions.
  • Strong communication and interpersonal skills, with the ability to effectively interact with stakeholders at all levels.
  • Detail-oriented with the ability to prioritize tasks and manage multiple assignments effectively.
  • Proficiency in using business analysis and project management tools, such as JIRA, Confluence, or Microsoft Project.

ADDITIONAL DESIRED QUALITIES

  • Strong analytical skills and ability to manage and report complex information
  • Experience with data collection, analysis, and interpretation
  • Desire to grow professionally, develop new skills, and willingness to work outside of their comfort zone.
  • Experience working with the public health sector
  • Fluency in Microsoft Word, Excel, Outlook, and PowerPoint

SALARY

  • Salary range is $80,000 to $120,000

RESIDENCY REQUIREMENT

You must live in New York City Tri-state area (NY, NJ, CT) in order to be considered for a position at FPHNYC.
