The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers.  To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW

The Bureau of Equitable Health Systems (BEHS) is looking for a Healthcare Billing and Revenue Consultant to support the NYC REACH program. NYC REACH is a membership program for New York City health care providers, including private practices, community health centers, and hospital ambulatory care sites. NYC REACH supports members in implementing new health care delivery models, engaging in quality improvement projects, participating in payment reform programs, and connecting their patients to community and health resources. Specific examples of NYC REACH programs include: working with primary care practices to improve hypertension control, supporting health centers in increasing COVID vaccination rates, leading Diabetes Self-Management Education and Support (DSMES) workshops, and more.

The Bureau of Equitable Health Systems (BEHS) is a bureau in the Division of the Center for Health Equity and Community Wellness, within the NYC Department of Health and Mental Hygiene (DOHMH), located at 42-09 28th Street, Long Island City, NY.

POSITION OVERVIEW

The Healthcare Billing and Revenue Consultant will serve as NYC REACH’s billing, coding, and revenue cycle management subject matter expert. The consultant will advise NYC REACH teams on how to help providers with coding and billing for services like behavioral health integration into primary care, chronic care management, and diabetes education; will create and lead billing trainings for internal DOHMH staff and external staff from health care delivery sites; and will develop resources to share best practices and regulatory changes with NYC REACH’s network of health care delivery organizations. This is a highly collaborative role that will involve working with stakeholders across different teams.

RESPONSIBILITIES

  • In-House Billing Expert: Serve as subject-matter expert on billing, coding, and revenue cycle management, especially for primary care settings, including private practices, federally qualified health centers (FQHCs), and Article 28 facilities.
    • Advise NYC REACH teams on billing and coding best practices for key population health services, such as: chronic care management, transitional care management, advanced care planning, health-related social needs diagnosis coding, behavioral health services, patient education, diabetes education, diabetes self-management support, quality indicators (CPT-II) coding, and HCC coding
    • Know where to find more information on billing/coding/compliance requirements if a complicated question comes up
    • Keep up-to-date on changes and policy updates related to billing and coding from CMS, NYS, and related agencies
    • Provide advice as needed on a variety of related matters, such as: credentialing, managed care, revenue cycle management best practices in different care settings
  • Direct Support:
    • Consult with health centers and private practices directly on strategic revenue cycle topics
  • Billing/Coding/RCM Trainer: Serve as both internal trainer (for FPHNYC and DOHMH staff), and external trainer (for medical practices that we support).
    • Develop training content to support NYC REACH programs; research billing and revenue opportunities for community health workers, social care needs integration, behavioral health integration in primary care, value-based care, and quality improvement
    • Develop resources for primary care practices, or for field team to use in work with practices
    • Train field team, staff in both general billing/coding/revenue cycle concepts, and in specific concepts relevant to individual programs

QUALIFICATIONS

  • Must have expertise on:
    • Billing, coding, and revenue cycle management for primary care, for at least two of: independent primary care practices, Federally Qualified Health Centers (FQHCs), Article 28 clinics, hospital outpatient departments/ambulatory care centers
    • Comprehensive understanding of the major players in the New York City healthcare world, including health systems, FQHCs, and city, state, and federal policy-makers. 
    • Medicaid (NYS and managed care), Medicare (traditional and MA), commercial insurance
  • Some expertise would be helpful:
    • Behavioral health integration credentialling, billing, and coding
    • Social Determinants of Health screening and coding
    • Quality coding, supplemental tracking codes, and performance measurement
    • Value-based care
    • Developing training materials for others
  • Skills/Experience required:
    • Working as part of a team
    • Teaching or training others
    • Comfort with EHRs and medical billing systems
    • Clear communication skills, including comfort in understanding what a non-biller is asking when they ask a billing question, and explaining the answer in simple, non-jargon language

RESIDENCY REQUIREMENT
