Community Outreach Specialist
The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization dedicated to advancing the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between the government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.
PROGRAM OVERVIEW
In early 2023, the Bureau of Harlem Neighborhood Health partnered with Meals for Good. This local non-profit works to alleviate insecurity in NYC by conducting the East Harlem Food Voucher study. The study aimed to provide “proof of concept” for a grocery store voucher distribution program to reduce food insecurity among the most vulnerable residents. The study focused on East Harlem residents born outside of the US, at risk for food insecurity, and who do not have access to public assistance. Findings from the study demonstrated the potential to improve food security significantly, and consequently economic security, by providing vulnerable households with adequate resources to meet and make choices about their food needs. The Harlem Bureau is now ready to share the findings to advocate for expanding and adopting this model to reduce food insecurity at the East and Central Harlem population levels. The plan for this grant period is to continue program development and identify and establish partners and collaborators for sustainability and further expansion. This position will be hired through a staffing agency. The program is funded for 6 months with the possibility of a 3-month extension. POSITION OVERVIEW
The Bureau of Harlem Neighborhood Health is seeking to hire two (2) Community Outreach Specialists for the Harlem Food Voucher Program. The Community Outreach Specialist, reporting to the Senior Manager of Community Engagement, will be responsible for recruiting program participants, outreach to partner grocery stores as part of program operations, administering surveys and recording program data, informing the ongoing development and evaluation of the program, and support partnership management for expansion of the program.
RESPONSIBILITIES
- Conduct outreach to program clients and partner grocery stores to distribute food vouchers and collect program evaluation data.
- Counsel clients on using food vouchers and healthy eating using motivational interviewing, harm reduction, and coaching techniques.
- Provide referrals to local community services.
- Maintain and enter data in a timely and high-quality fashion.
- Work with Food Voucher Data Analyst in data reporting and assessment
- Support Meals for Good partner in relationship management of participating grocery stores
- Develop professional relationships with community organizations, businesses, DOHMH, and other key stakeholders in support of partnership development to collaborate in the program’s sustainability.
- Promote events that serve to encourage health and wellness as well as connections to resources.
- Participate in health fairs and community events.
- Other duties, as assigned.
QUALIFICATIONS
- Bachelor’s degree
- Strong experience working in an urban community with skills in community health promotion, developing strategic partnerships, outreach, or related experience.
- 2 plus years of direct service experience with community members focusing on food and economic security.
- Strong problem-solving skills
- Excellent organizational, verbal, written, presentation, remote communication, and group facilitation skills.
- Working knowledge of Microsoft applications, including Word, Excel, PowerPoint, and Outlook.
- Willingness to work evenings and weekends, as needed.
- Able to work as a team and independently; flexible, managerial skills, comfortable juggling multiple projects and tasks.

- Hourly range is $20 to $25
